STOKE ST GREGORY PARISH COUNCIL
Minutes of the Parish Council Meeting held on
Monday 11th December 2006, in the Meeting Room, Williams Hall.
Present Irene Browning(Chairman), John Hembrow, Sue Hembrow, David House,
Robert Hembrow, Trevor Williams, Ian Parker.
In attendance Tony McKenzie (Clerk), David Lake(Footpaths Officer) and 2 members of the
Public.
66. Apologies
Apologies were received from Julia Clewes and Nobby Clark.67 .Minutes of the Previous Meeting
The minutes dated 13th November were agreed by all to be a correct record of that meeting
and signed by the Chairman.
68. Matters Arising
Footpaths DL reported on the following
Footpath 25/11 had been cleared
Footpath 25/9 has not yet been cleared
Footpath 25/8 A fallen tree had been cleared but the fence at the adjoining house has fallen down. The resident had reported it but no action has yet been taken to repair it. The Clerk was asked to find out if the property was owned by the Housing Association or T.D.B.C.
Highways
The Clerk was asked to contact Highways re the state of the road at the entrance to Church Close and also the state of the bank in Slough Lane which could cause problems with the drains if further slippage occurred.
Village Website (IP entered the meeting) A discussion took place on the village website and it was agreed by all that an article should go in the village newsletter asking everyone to check that information on the site re organisations/ businesses was up to date and if not to inform Dave Evans. The article also should ask if anyone was prepared to take on the role of village information officer to regularly check the site for accuracy in the future.
Notice Board The Clerk reported that Highways had advised that they were the owners of
the land and that their legal dept would draw up an agreement for the Council to use the
proposed site. DH agreed to contact the local resident adjacent to the site to advise them of
the proposed new village noticeboard..
Burial Ground The Clerk advised that he had met John Attwood on the site re levelling and seeding and that the work could be done in the spring but it would require the Parish Council to put some more soil on the area before this was done.
Willowmead, Polkesfield. The Clerk reported that he had contacted Falcon Rural Housing re the work on the rumble strip and cycle barriers and they had stated that work would commence shortly.
69. Planning
36/2006/020 Demolition of lean to and erection of two storey extension at Jacobs
Cottage, off Slough Lane.
T.D.B.C. advise conditional approval of above application.
36/2006/022 Erection of two storey extension at Ivy Cottage, Curload
36/2006/023 Demolition of existing single storey extension, and replacement with two
storey side extension at Windy Willows,Curload.
IB reported that following site visits both proposals would enhance the properties and
proposed that both applications be supported by the Council. RH seconded the proposal and
it was agreed by all.
The Clerk explained the complaints report for quarter 3 received from T.D.B.C.
70. Financial Matters
Approval of Cheques for Payment
519 Stoke St. Gregory Church Room - Room Hire charge for meetings £25.50
520 WM direct - Printing of village newsletter November 06 £56.00
It was proposed by DH, seconded by IB and agreed by all that the above cheques be
approved and signed for payment.
Precept 2007/2008 A discussion took place on the precept required for 2007/2008. It was
proposed by JH, seconded by IB and agreed by all that the precept should be £6000. The
precept request form was then signed by the Chairman and Clerk for return to T.D.B.C.
Request for donation from Taunton and District Citizens Advice Bureau It was proposed
by RH, seconded by IP and agreed by all that a donation of £25 be made. The Clerk was
asked to include this cheque on the agenda for the next meeting
71. Correspondence This was put on circulation to Councillors.
72. Feedback from Meetings DH and TM reported on the S.A.L.C. meeting held on 7th
December which included items on the Local Government white paper and a unitary
authority for Somerset.
73. Any other matters for discussion
Communications. It was agreed by all that the article on being a Parish Councillor plus the item on the village website go in the next village newsletter.
Somerset Playing Fields Association. The correspondence received from the Community Council was passed to SH to action.
Change of Police Neighbourhood Beat Manager. The Clerk advised the Council of the change effective from 23.12.06 and was asked to write to PC Ben Hicks thanking him for all his efforts on behalf of the village.
Rights of Way Community Paths Partnership . DL explained the correspondence received from Somerset County Council. He also explained that he had completed the schedules re classifications for footpaths and it was agreed by all to submit the schedules with the changes proposed by DL.
DL also advised that he would be retiring as Footpaths Officer but would work alongside his replacement for the next 8 months. He then introduced Paul Kenefick as his replacement. SH proposed, seconded by TW that PK be formally appointed as Footpaths Officer. The Chairman thanked DL for all the work he had done on footpaths in the village over the years.
The Clerk reported on the notice received from T.D.B.C. re road closures in the village for the Stoke Stampede on 26.12.06
The next meeting will be held on Monday 8th January at 7.30pm in the Meeting Room, Williams Hall .
There being no further business the meeting closed at 9.30pm.
