STOKE ST GREGORY PARISH COUNCIL

Minutes of the Parish Council Meeting held on

Monday 16th February 2009 in the Meeting Room, Williams Hall.

Present John Hembrow (Chairman), Trevor Williams, David House, Irene Browning, Julia Clewes

In attendance Tony McKenzie (Clerk), Paul Kenefick (Footpaths Officer), Sam Southam (Falcon Housing), 1 members of the public.

95. Minutes of the Previous Meeting

The minutes of the meeting held on Monday 12th January 2009 were agreed by all to be a

correct record of that meeting and signed by the Chairman.

96. Affordable Housing Willowmead, Polkesfield

The Chairman introduced Sam Southam, Falcon Housing. SS gave details of the needs

survey carried out last year and stated, that although a need had been established, due to

finance and current economic constraints they would be unable to plan any building until

2011/12. It was agreed by all that an article giving this information should go in the next

village newsletter with an additional note encouraging any village residents who may have

a housing need between now and 2011/12 to register with Falcon as soon as possible.

The Chairman thanked SS for updating the Council.

97. Matters Arising

Footpaths PK advised that he was currently assisting SCC with their footpath survey. He

reported that SCC had still not started work on the 10 points raised with them and he

would follow this up. He also reported that he had cleared the brambles on footpath T25/40

at Polkesfield

Highways Councillors expressed concern re the current state of the highways particularly

the number of potholes following the recent bad weather. All outstanding issues have been

reported to SCC Highways.

 

98. Planning

36/08/0018 Demolition of existing commercial stores and workshop, and erection of two

craft workshop units at Willows and Wetlands Visitor Centre, Meare Green

36/08/0020 Demolition of rear single storey extension and proposed two storey side and rear

extensions to provide ground floor entrance hall, cloakroom, utility room and dining area

with extra bedroom re-planned bedrooms and bathroom above at 1 Woodhill Terrace,

Woodhill.

TDBC advise approval of the above applications

36/09/0001 Change of use only from Village Hall into storage at Village Hall, Huntham Lane

Following discussion it was agreed by all to support this application as it was for a

temporary extension of the current use for 3 years and the current use had caused no

problems.

Parish Council application for planning permission for photovoltaic cells at Williams Hall

The Clerk and DH reported that the application had been submitted to and validated by

TDBC and the target decision date was 09.04.09

99. Financial Matters

Authorisation of cheques for payment

594 TDBC Planning application fee for PV cells at Williams Hall £ 85.00

595 Williams Hall Hire charges for PC meetings Oct – Dec 2008 £ 37.50

597 Clearwood Playing Field bank maintenance 2008 £ 207.00

598 G.K.Walls Grass and hedge cutting at burial ground during 2008 £ 470.00

599 WM direct Printing Village newsletter February 2009 £ 59.00

It was agreed by all that the above cheques be authorised for payment

The Clerk presented the estimate from G.K. Walls for grass and hedge cutting at the burial

ground for 2009 at the rate of £32.50 per grass cut and £25 per hedge cut. After discussion it

was agreed by all to accept this estimate.

PK left the meeting

Income and expenditure to 15.01.09 Discussion took place on the figures and there

were no queries. TW agreed to audit the cashbook to 15.01.09

Request for donations SAW and Relate

Following discussion it was agreed by all to donate £30 to SAW but make no donation to

Relate. The Clerk was asked to put the cheque for SAW on the agenda for the next meeting

100.Correspondence

The correspondence was put on circulation.

 

101.PACT issues – Information from PCSO

The Chairman read out the information from the PCSO giving details of the beat team and

imminent appointment of a new beat sergeant. This correspondence and PACT newsletter

would be included in the correspondence to be circulated to all Councillors

 

102.Local Development Framework – Parish Workshop

Councillors were reminded of the joint meetings, to be held with North Curry and

Burrowbridge, that would take place on 18.02.09 and 04.03.09. These meetings would be

facilitated by TDBC

103.Any other items for discussion

Communications

The Clerk advised that letters had been received from 2 local residents re flooding and

Polkesfield footpath. It was agreed by all to discuss these matters at the next meeting. The

Clerk was asked to put these items on the agenda

The next meeting will be held on Monday 9th March 2009 at 7.30pm in the meeting room

at the Williams Hall.

 

There being no further business the meeting closed at 8.50pm.
