STOKE ST GREGORY PARISH COUNCIL
Minutes of the meeting held on Monday 4th July 2005, 7.00pm
by Polkesfield and then in the Village Hall.
Present Julia Clewes (Chairman), Chris Pitman, David House, Ian Parker, John Hembrow,
Trevor Williams & Robert Hembrow.
In attendance (Liz Smith (Clerk), Justin Roxburgh of Falcon Housing Trust
& 4 members of the public.
Apologies were received from Sue Hembrow & Irene Browning.
The Parish Council looked at the site and the plans in relation to the site. Members of the public had the opportunity to ask questions. The Council then returned to the Village Hall.
Low cost housing plans JR said that the design of the houses had been kept as simple as possible. The kitchen and bathroom are both at the front of the house sothat drains do not have to be created at the back of the house. Solar panels on the roof would supply between 40 – 70% of the power for hot water. Porches have been provided front and rear as these are popular with the householders. 2 car parking spaces have been provided for each house and a further 10 spaces for visitors. There is no street lighting but there are security lights on the front of each house. There are 6 houses and 1 bungalow. The bungalow is not specifically for elderly or disabled use. There could be a 3rd bedroom in the roof.
It was agreed that the plans be submitted to Taunton Deane for planning approval.

Recreation Area One side of that part of the field acquired by Falcon remains unused. 7 dwellings are planned at present but more could be built on this space at a later date if required. In the meantime, Falcon Housing Trust offer it to the Parish Council at a peppercorn rent for use as a recreation area. FHT will level and seed the area before handing it over. The Parish Council will be responsible for keeping the grass cut and maintaining this area.
It was agreed that the Parish Council will lease this land from Falcon Housing Trust as set out above.
A hedge is marked on the plan between the part of the field purchased by FHT and the lower part of the field. If the remainder of the field can be rented or leased from the present owners then a hedge will not be required.
DH said he had received an e-mail from TDBC indicating that there could be a s.106 agreement as more than 6 houses are being built, giving a charge of £2,562 towards sports facilities and children’s play. JR said that this is not the case as these are low cost houses.
Field DH has approached David House (Bull Place) to ask him if he would be agreeable to sell or lease the rest of the field. The owners would consider selling the field subject to a restrictive covenant giving them any development gain. To go on the agenda for the next meeting. The clerk was asked to write to the three owners in the meantime.
Any Other Business DH should the plans for the new village hall to those who had not seen them.
There being no further business, the meeting closed at 8.10pm.
