STOKE ST GREGORY PARISH COUNCIL

Minutes of the Parish Council Meeting held on

Monday 8th May 2006, in the Church Room following the Annual Parish Council Meeting.

 

Present John Hembrow (Vice Chairman),Sue Hembrow, Julia Clewes , Trevor Williams.

 

In attendance Tony McKenzie (Clerk), Cllr Nobby Clark (Somerset County Council) David Lake (Footpath Officer/Tree Warden) and 3 members of the public.

Public Question Time

1. A member of the public spoke re the amended plans for the replacement garage at Lea View, Curload. They stated that the garage had been completed and realigned as per the revised plan.

2. A second member of the public spoke re vehicles speeding in Curload and asked if either more 30mph signs or markings painted on the road showing the 30mph speed limit could be provided. The Clerk was asked to contact Highways re this.

Apologies - Apologies were received from Robert Hembrow, Irene Browning, David House, Chris Pitman and Ian Parker.

Declarations of Interest: There were no declarations of interest.

Minutes of the Previous Meeting

The minutes dated Monday 10th April 2006 were agreed to be a correct record of that meeting and signed by the Chairman.

4. Matters Arising

Footpaths DL reported that the broken stile on footpath T25/11 had now been mended. SH reported a hole in the footpath at Polkesfield near where the new houses were being built. DL was asked to look at this and report any problem to the Clerk if further action was required.

JC and the Clerk to review the overgreen hedge next the Polkesfield site with Justin Roxburgh from Falcon Housing. Clerk to contact JR to set up the meeting

Highways TW has reported the potholes near the playing fields and at Woodhill to Highways and reported that they would be dealt with.

SH reported vandalism to the road signs at Griggs Hill and Woodhill which had been unscrewed and removed. These were subsequently found by a local resident on the playing field. The Council agreed that they would be put back by Council members.

Low Cost Housing The Clerk reported that he had been advised by T.D.B.C. that the name for the development would Willow Mead, Polkesfield and that the house numbering would continue on from Polkesfield starting at 52. SH asked if signs could be provided under the current Polkesfield ones saying" Leading to Willow Mead". The Clerk was asked to contact T.D.B.C.

The Clerk also advised that he had asked Mr. W. Morris of Porter Dodson,Solicitors to act for the Council re the lease of the grassed area.

Village Hall direction signs The Clerk advised that he had contacted Highways re the signs but no reply had yet been received. Clerk to follow up.

Milk Tanker Deliveries The Clerk reported that Planning Enforcement would be writing to the owners of the property involved stating that tankers drivers must be told to use the turning circle provided. The Clerk was also asked to check previous planning conditions re vehicles reversing.

Bus Shelter JC reported that John Herrington had visited the site and that there was nothing more the Council could do. JH thanked JC for her work in removing the grafitti.

Planning

36/2006/004 Erection of Garden Room, Meare Green Court

T.D.B.C. advise conditional approval

36/2005/023 Erection of Replacement Garage at Lea View, Curload-Amended Plan.The Council had no objections to this proposal .All in favour

36/2006/008 Demolish existing Conservatory and erect Two Storey Extension to side of Old Station House, Curload. The Council had approved a previous application for this property which was refused by T.D.B.C. They considered that this application was a better design and therefore had no objections. All in favour

36/2006/009 Erection of Extension and Garage at Four Winds, Slough Green.The Council agreed to support this application. All in favour. The Clerk was asked to point out to T.D.B.C. the correct address of the property.

6. Financial Matters

497 Allianz Cornhill Annual Insurance premium £ 367.47

498 Taunton Deane Borough Council Additional Rubbish Bin £ 267.90

499 WM direct Printing of Village Newsletter £ 54.00

500 Somerset Art Week Donation £ 30.00

It was agreed that the above cheques should be passed for payment. Proposed: TW, seconded: JC, All in favour.

The Council agreed to take no further action re Bank Mandate signatories. All in Favour.

The Clerk reported that the annual precept of £ 6000 had been received on the 13th April.

The Clerk reported that he had completed the annual accounts and would pass these to DL to audit. SH asked if the fee for the audit could be included on the agenda for the next meeting.

7. Correspondence

Draft Rights Of Way Improvement Plan - JH and DL agreed to attend the Taunton Deane

District Workshop on September 14th. Clerk to notify Somerset County Council.

 

9. Feedback from Meetings

No meetings had been attended

 

10. Any Other Matters for Discussion

1. Litter in the Village

A discussion took place on the increase in litter etc. in the village and it was agreed that the

Clerk should contact T.D.B.C. to see if they would do a special clean.

2. Youth Club

A discussion took place on how the Council could help the young people in the village and

the Clerk was asked to invite Claire Shepherd and Mandy Boobyer from the youth club to

the next meeting.

3. Coalyard

JC reported that it appeared that nothing appeared to have been done following our

correspondence with T.D.B.C. The Clerk was asked to follow this up.

4. Communications

It was agreed by all that the main focus for our next article for the Village newsletter

should be Litter in the village. It was also agreed by all that we should mention the

facilities for recycling cardboard and plastic at the local recycling centres

The Clerk was asked to write to PC Ben Hicks inviting him to attend the next meeting as

the Council are concerned about quadbikes being ridden in a drove in the village and

reports of youngsters below driving age driving cars. The Clerk was also asked to find out

information on the shooting of rooks and report back to the next meeting.

 

 

The next meeting will be held on Monday 10th June at 7.30pm in the new Village Hall

 

There being no further business the meeting closed at 9.10pm.
