STOKE ST GREGORY PARISH COUNCIL
Minutes of the Parish Council Meeting held on
Monday 13th November 2006, in the Meeting Room, Williams Hall.

In attendance Tony McKenzie (Clerk), Nobby Clark (County Councillor), David
Lake(Footpaths Officer) and 3 members of the public
Public Question Time
A member of the public spoke re a planning application recently submitted to Taunton Deane Borough Council, which has not yet been received by the Parish Council, for the redevelopment of the old Coal Yard. The application is for 5 eco friendly 4 bedroom detached houses with an office above the garage.
2 members of the public spoke re the possible erection of a wind turbine at Curload Farm. Questions were asked about the size/span of the blades and noise levels. They also stated that they had consulted all immediate neighbours and there were no apparent problems. NC stated that the County Council were currently actively encouraging renewable energy.

Apologies were received from Trevor Williams, Ian Parker and Chris Pitman59 .Minutes of the Previous Meeting
The minutes dated 9th October were agreed by all to be a correct record of that meeting
and signed by the Chairman.
60. Matters Arising
Footpaths DL reported on the following
There had been a fall on the stile on footpath 25/11 Windmill to Sturts Barn and the stile was in a poor state. This has been reported to the County Council who after inspection agreed that the necessary repairs would be carried out and the bottom step would be realigned. The County Council would seek a contribution to the repair from the landowner. DL said that it would be easier to do the repairs with access from the land occupied by JH and JH agreed that there would be no problem with this.
Access to the bridge on footpath 25/20A has been repaired by JH.
SH asked if there had been any progress in identifying ownership of footpath at Polkesfield.
DL reported that nothing had been heard from S.C.C. but he would follow up.
Highways
IB reported on correspondence received from a local resident re erosion to the banks in Dark Lane. After discussion the clerk was asked to write to Somerset Highways stressing that this was a bus route and the road was being eroded and the bank slipping. The traffic using Dark Lane has increased over the years due to the general increase in car ownership and the 7 new houses built in Polkesfield this year.
Village Website The Clerk reported that Dave Evans was not available to attend this meeting but had agreed to attend the next meeting on December. The Clerk also reported that there were no costs to consider in next year’s precept as DE had advised that he did all the updating of the website.
Notice Board The Clerk advised that he had written to Somerset County Council re the ownership queries on the proposed site but no reply had yet been received. The Clerk was asked to follow this up.
Village Hall Sign JC reported that this had now been lowered and work had been carried out by to cut the hedge at the adjoining property. This had meant that the sign was now much more visible.
Burial Ground JC reported that Mr & Mrs Tipping had completed all the work on their land. The Clerk was asked to obtain an estimate from John Attwood for doing the required work from the edge of the Tipping’s to the gate from the Church garden of remembrance. The Clerk reported the sinking of soil had occurred on the last 2 graves dug and he had contacted the funeral director who had arranged for the gravedigger to rectify this.

36/2006/017LB Replacement of window between kitchen and conservatory with part
glazed door at The Laurels, Meare Green
36/2006/018 Erection of Single Storey extension to rear of dwelling at Beechcroft, Willey
Road
36/2006/019T Application to carry out tree work to one copper beech tree included in
Taunton Deane Borough (Stoke St. Gregory No 1) tree preservation order
2000 at the Old Vicarage, Stoke St. Gregory,(TD8780.
T.D.B.C. advise conditional approval of above 3 applications.
36/2006/020 Demolition of lean to and erection of two storey extension at Jacobs
Cottage, off Slough Lane.
After discussion it was agreed by all that the Council wished to support this application.
62. Financial Matters
Approval of Cheques for Payment
513 Williams Hall Grant towards furnishings £1000.00
514 Stoke St. Gregory Playing field £185.00
515 Williams Hall Rent for meeting room July to Sept incl. £43.50
516 John Musgrove Trimming stiles, footpaths and signs £ 114.00
517 Dorset & Somerset Air Ambulance Donation £35.00
518 C.P.R.E. Annual subscription £26.00
It was proposed by JH, seconded by JC and agreed by all that the above cheques be
approved and signed for payment.
Financial Report The Clerk presented the financial report up to 09.10.06 and advised that
the bank reconciliation had been completed up to 13.10.06.
Precept 2007/2008 The Clerk presented draft figures for the 2007/2008 precept and after
discussion it was agreed by all that all councillors should review the figures before the next
meeting at which the precept will be agreed.
63. Correspondence This was put on circulation to Councillors. The Clerk mentioned 3 items of
particular interest for Councillors. Stoke Meals, Talking Tomorrow’s Taunton Deane and the
e mail from P. Musgrave in Sussex.
64. Feedback from Meetings No meetings had been attended
65. Any other matters for discussion
NC reported on the County Council policy on renewable energy and stated that the target was to reduce energy consumption by 10% by 2010/11.
Communications The Clerk advised that the deadline for articles in the next village newsletter was 03.01.07 and it was agreed by all to include an article by SH on the role of a parish councillor as elections would take place in May 2007 plus an article re the e mail asking for info on the village flood..
The next meeting will be held on Monday 11th December at 7.30pm in the Meeting Room, Williams Hall .
There being no further business the meeting closed at 9.15pm.
